Carmen Vasquez is an Associate with the law firm of Jones & Mayer. Ms. Vasquez graduated from the University of California, Los Angeles, in 2000 with a Bachelor of Science degree in Political Science and a minor in Spanish. She went on to receive her Juris Doctorate from Loyola Law School, Los Angeles, in 2003.
Ms. Vasquez serves as the Assistant City Attorney for the city of West Covina and as a deputy city attorney for the cities of Whittier, Fullerton and Costa Mesa. On a daily basis she works directly with City staff to identify and solve problems. Ms. Vasquez has particular expertise with respect to Public Records Act and subpoena duces tecum and routinely assists staff in preparing responses to such demands. Ms. Vasquez’s duties also include drafting and reviewing contracts and other types of transactional documents; researching and preparing legal opinions; analyzing, researching, and interpreting legislation; and advising departments, officers, and employees on legal questions relating to their respective powers, duties, functions, and obligations.
Ms. Vasquez is also a skilled litigator with experience representing municipalities. She has successfully represented numerous public entities on matters such as municipal tort liability, contracts, civil rights, Anti-SLAPP motions, code enforcement, public nuisance abatement injunction proceedings against illegal medical marijuana dispensaries and defense of police officers and police agencies in civil rights actions. Ms. Vasquez has tried several cases involving personal injuries, premises liability and motor vehicle accidents.
Ms. Vasquez serves as the scholarship chair for the Downey Kiwanis Foundation. She enjoys traveling and being the advisor to the Downey High School Key Club.
