Baron J. Bettenhausen is the City Attorney for the City of California City and Deputy City Attorney for numerous public agencies throughout California, including cities, joint power agencies, Successor Agencies, and Housing Authorities. He previously served as City Attorney to the City of Blythe from 2014 to 2018 and as primary legal advisor to planning commissions in Grand Terrace, Westminster, and West Covina. He has experience assisting a wide variety of public agencies on navigating through complex regulatory issues including issues related to land use and zoning, California Environmental Quality Act, federal and state water quality laws, telecommunication laws, construction of public infrastructure, municipal contracting, utility fee and rate setting, and commercial development. He has particular expertise to advise on application of the Brown Act and questions relating to respective powers, duties, functions, and obligations of public officers.
